How to draw a line in java?

ok so i know the code using graphics g and graphics 2d i know how to actually draw the line. but for the life of me i cannot get the damn thing to show up. i have a JFrame with a JPanel on it with another JPanel on it. I need to figure out how to get it to show up on top of those three layers. PLEASE HELP!
