Could my Goldfish have a swimming problem?

I just bought a new Black Moor Goldfish today. Hes probably around 3 inches and hes in a bowl with about 1.5 gallons of distilled water. All he does is sit at the bottom of the tank and he doesn't swim at all. Could this be a serious problem? Also, after one day, he seems to have a lot of feces. I really don't know if this is normal since this is my first fish. Anybody know what could be wrong?
